Established on November 24, 1984, it transmits a 2 kW signal on 5 MHz (±0.01 Hz). Originally only transmitted for 7 hours per day, 5 days per week (M–F), it is continuous as of 2011, There are over 100 users of the signal in Korea.

Information and Communications University (ICU), established in 1998, was a Korean university focused primarily on research and engineering in the field of information technology. It was located in the city of Daejeon and comprised an engineering school and a management school. As of 2006, about 20% of the enrolled graduate students were international students.
