The Vinegar Hill-Indian Rock Scenic Area is a high-elevation scenic area in the northeast portion of the Malheur National Forest. It provides vistas of the North Fork John Day Wilderness, the Middle and North Fork drainages of the John Day River, and the peaks of the Strawberry Mountain Wilderness to the south. It is at the intersection of U.S. Route 26 and Oregon Route 7, about 2.5 miles south of Austin in the Wallowa–Whitman National Forest. The Austin House, a combination café, grocery store, gas station and tavern at this location is named after an early business in nearby Austin. The business is located on Forest Service land and operates with a special-use permit.

The community of Whitney had a post office from 1901-1943. Founded as a logging town and platted in 1900, Whitney was the primary station on the narrow gauge Sumpter Valley Railway.
