The earthen gravity dam was constructed in 1968 by the United States Army Corps of Engineers with a height of 72 feet and a length of 6620 at its crest. It impounds Okatibbee Creek for flood control and municipal drinking water. The dam is owned and operated by the Corps of Engineers.

The county is part of the Meridian, Mississippi, Micropolitan Statistical Area. Long-time United States Senator John C. Stennis (1947–1989) was born in Kemper County. East Mississippi Community College is located in the town of Scooba, at the junction of US 45 and Mississippi Highway 16.
