Kempner is a city in Lampasas County, Texas, United States. The population was 1,206 at the 2010 census. It is part of the Killeen–Temple–Fort Hood Metropolitan Statistical Area. Former State Representative Suzanna Hupp lives in Kempner with her family. She was a survivor of the infamous Luby's Massacre of 1991 in Killeen.
