It was built between 1723 and 1729 for Count Prosper Anton Josef von Sinzendorf on the site of a medieval castle. Because the house archive was lost in the late 18th century, the identity of the architect is not clear. City councillors rejected the plan in a clear case of tower envy as they felt that the grand erection would compete with the nearby Cathedral of St. Bartholomew.
